A Skills Programme is an occupation-based learning programme aimed at building skills that have economic value, and which incorporates at least one unit standard. It is registered by a SETA and delivered by an accredited training provider and it leads to a qualification registered on the NQF.
PSETA aims to build “a skilled and capable workforce for an efficient, effective, professionalized and developmental public service”. Central to this is embedding skills development in efforts to build priority state capabilities, as identified in Chapter 13 of the National Development Plan. One such priority is the “professional and technical” capabilities of the state.
Apprenticeship programme (Contracted Learners): The candidate enters into an apprenticeship contract for a maximum period of four years. The programme consist of three components (which should be completed before a learner can access trade test) namely:
a. Knowledge component;
b. Institutional practical component; and
c. The workplace training.
Registration of apprenticeship contracts in terms of Chapter 4 of the Skills Development Act of 1998 as amended.
